What does "up to 24Mb" mean?

Mb (megabits) refers to the speed at which your broadband can download files.

Okay, but what does "up to" mean?

The speed you'll actually get is down to two things:

1. The distance from your exchange: the greater the distance from your exchange, the slower your speeds can be.

2. The quality of your telephone line: a phone line is simply two copper wires. They can be old, damaged or have poor connections, all of which can impact speed.

And if that isn't enough to contend with, other things like bad weather, interference from household appliances and demand at peak times can also affect broadband speeds.
